HUNGTEETSEPOPPI LODGE # 466
ORDER OF THE ARROW
I. NAME AND AFFILIATION OF LODGE
A) The name of this Lodge of the Order of the Arrow shall be known as "Hungteetsepoppi Lodge". The Lodge number is 466.
B) The Lodge shall be affiliated with Piedmont Council, boy Scouts of America, and shall be under the supervision of the Council Camping Committee and the administrative authority of the Scout Executive.
C) The Lodge will abide by the National Order of the Arrow Bylaws and all Rules and Regulations applicable as chartered by the National Council, Order of the Arrow.
II. ELECTION TO MEMBERSHIP
A) The requirements for election and membership in this Lodge are those stated in the most current Order of the Arrow handbook.
B) All membership elections must be conducted under the supervision of the Unit Elections Committee of this Lodge.
A) The officers of this Lodge shall be the Lodge Chief, Vice-Chief for program, Vice-chief for Membership, and Secretary/Treasurer. These elected officers must be under twenty-one years of age during their entire term of office.
B) A Lodge booklet containing job descriptions of all Lodge Officers, elected or appointed shall be maintained by the Secretary/Treasurer. Each year, newly elected or appointed officers shall receive a copy of their job descriptions to inform them of their responsibilities.
IV. ELECTION OF OFFICERS
A) NOMINATION AND ELECTION
A slate of Lodge officers shall be drawn up by the Lodge Nominating Committee not later than the last day of April each year. The election must take place no later than June 30th of the same year. A slate of officers should consist of at least two (2) candidates for each office. A period of time will be allocated for nominations from the floor.
All candidates for Lodge offices must have a working knowledge of the committee system and Lodge operations, and should have been an active member for at least 1 year.
Candidates for Lodge Chief must have been active for at least two years, dedicated to this Lodge, have served in a Lodge position prior to running for office of Lodge Chief, & may be nominated from the floor.
The term of office of all officers shall be from the end of the Lodge activity that is at the end of the School year to the end of the activity at the end of the School year the following year. This is typically in May or June of each year.
B) REPLACEMENT OF OFFICERS
If an office of the Lodge, except for the Office of Lodge chief, is left vacant before one-half the term is up, it shall be filled by election at the next lodge meeting. If it is vacated after one-half the term is up, it shall be filled by appointment by the Lodge chief.
If the Lodge Chief's office is vacated at any time, the Vice-Chief for Program shall assume the office. The Vice-chief for Program's office shall then be filled according to the procedure outlined in the first paragraph of this section.
C) RECALL OF OFFICERS
Any officer may be recalled through a motion approved by a two-thirds majority of dues-paid members, under the age of twenty-one.
V. ADMINISTRATIVE FUNCTIONS
A) EXECUTIVE COMMITTEE
The Executive Committee of this Lodge shall be comprised of the elected Lodge Officers, the immediate past lodge chief, and the chairman of the Lodge committees; each person having one vote; and also the Lodge Lay Adviser and the Council Scout Executive as non-voting members.
B) APPOINTMENT OF ADVISERS
The Lodge Lay Adviser shall be appointed by the Council Scout Executive in consultation with the Council Camping Committee.
All Advisers are subject to reappointment annually by the Scout Executive.
C) LODGE STRUCTURE
The Lodge shall be structured as follows: All Lodge committees shall function according to the appropriate job description found in the Lodge Description manual. The chairmen of all lodge committees shall be appointed by the lodge chief for a period of time to end with the term of the office of Lodge chief. Any Lodge committee Chairmen may be removed from office by a majority vote of the lodge Executive Committee.
1. The Lodge Chief shall appoint such additional temporary operating committees as may be required from time to time with the approval of the lodge Executive Committee.
2. All Lodge Committee Chairmen shall be under the age of twenty-one at the time of appointment.
D) EXECUTIVE COMMITTEE MEETINGS
The Executive Committee of this Lodge shall hold at least six (6) meetings per year. The dates shall be determined by the Lodge Chief in consultation with the members of the Executive Committee.
Special meetings of the Executive Committee of the Lodge may be called by the lodge Chief or may be called by the Scout Executive, and/or the Lodge Adviser.
All members of the Lodge Executive Committee will be informed of any meetings of that committee at least one week in advance, including meetings called by the Scout Executive, and/or the Lodge Adviser.
The Lodge shall schedule and conduct the following annual events as a MINIMUM:
1. Three business meetings
2. Annual dinner and Installation of Officers
3. One Ordeal
4. One service project
B) ACTIVITIES AND SERVICE PROJECTS
1. All special activities and special service projects must be approved by the lodge Executive Committee.
2. Each meeting of the Lodge shall be opened with the Obligation of the Order of the Arrow and close with the Order of the Arrow song.
3. Members of the Lodge, twenty-one years of age or over, shall have no vote in any decisions of this Lodge, except in the selection of the Vigil Candidates.
4. All members of the Lodge shall be informed of all meetings at least one week in advance.
C) Fifteen (15) percent of voting members must be present at Lodge meetings to conduct any lodge business.
VII. DUES AND MONIES
A) Dues of the lodge shall be collected annually by the Lodge Treasurer in the amount as determined by the Executive Committee. Dues are payable as determined by the Executive Committee, and become delinquent 30 days after the expiration date.
B) Delinquent members may be restored to active status by paying current dues.
C) All monies received shall be deposited to the Lodge's Custodial Account at the Piedmont council Office, or the Lodge Bank Account. All bills will be paid through the council's bookkeeping system after approval by the lodge Chief and authorization by the lodge Treasurer, and/or Adviser and Scout Executive.
D) The Lodge Executive Committee shall approve an annual budget, which will include each committee's budget.
VIII. CEREMONIES AND HONORS
A) Ordeal Ceremonies shall be conducted by this Lodge. Procedures shall be as stated in the current printing of the Order of the Arrow ORDEAL CEREMONY pamphlet.
B) Completion of the Brotherhood membership shall be handled by this Lodge and shall be in accordance with requirements in the current printing of the order of the Arrow Handbook.
C) The Vigil Honor shall be attained through this Lodge and in accordance with the requirements in the current printing of the Order of the Arrow Handbook.
IX. LODGE INSIGNIAS
A) LODGE TOTEM
The totem and the call of this Lodge shall be that of the Western yellow Tanager.
B) LODGE FLAP PATCH
The Lodge Flap Patch shall depict the Lodge Totem and shall also include the Lodge name, Lodge Number, WWW, and be of a design approved by the lodge Executive Committee.
1. NEW ORDEAL MEMBERS
Each new ordeal member shall receive one Lodge Flap Patch at the completion of his or her Ordeal.
2. Additional Flap Patches may be purchased only by active members of this lodge, and no more than two per sanctioned Lodge event.
3. The sale of Lodge Flap Patches may occur only to active, registered Lodge members, and only at the specific Lodge event. Patches may not be purchased for the purpose of resale to another Order of the Arrow member.
C) LODGE NECKERCHIEF
The Lodge Neckerchief shall depict the Lodge Totem and shall also include the Lodge Number and WWW.
Each lodge Neckerchief shall be restricted to one per life with no trading.
D) LODGE BEAD SYSTEM
The Lodge will distribute beads to members according to the current bead system:
WOOD (large) 1 for each honor: Ordeal, Brotherhood & Vigil
DARK BLUE Annual Dinner
RED Ordeal Attendance (not including own)
YELLOW Service Function
BLACK Executive Board Meetings
LIGHT GREEN Past officers (term completed)
ORANGE National or Training Conference
WHITE Lodge meetings
LIGHT BLUE Section conclave
BROWN Section Function (other than Conclave)
These Lodge Bylaws shall be subject to amendment at any regular or special meeting of the lodge provided such amendment has been submitted in writing to the Executive Committee at least one month prior to such meeting, and due notice of the meeting has been sent to all active (dues paid) members at least ten days prior to such meeting. A two-thirds vote of all members present shall be required.
